The history of low power radio includes the history of WRIR. Today, James Hickman talks about how Virginia Center for Public Press got started and birthed WRIR 07.3 FM LP. Richmond’s Independent Radio station is truly a station by the community and for the community. The station is holding it’s annual fall fundraiser and Elaine hosts James to talk about the importance of community radio.
